This limitation is applied per published funnel, so you can have several test funnels in the same organization. Resetting the analytics or deleting submissions will not unlock your test funnel after it has reached 10 test submissions.

When on the free plan, you will always have 100 monthly submissions, regardless if you use paid features in your published funnel or not.
The submission limit counts all completed submissions (or revealed partial submissions) from all funnels across your organization, and not just from a single funnel. This applies to any plan you're currently on, the free plan here is just an example.
